We will identify the need for a balanced approach that combines compassion with enforcement, respects legal and ethical boundaries, and promotes collaboration among stakeholders to address homelessness effectively. It also highlights successful strategies and case studies, such as Minnesota's "Crossroads to Justice" plan and Hennepin County's "Housing First" approach.
