About our Speaker

Jim McDowell, Former Deputy Secretary, Australian Department of Defence.

With more than four decades of leadership experience across defence, aerospace, shipbuilding, government and industry, Jim McDowell is one of Australia’s most respected defence and public sector executives.

Most recently, he served as Deputy Secretary of the Naval Shipbuilding and Sustainment Group within the Australian Department of Defence, responsible for the acquisition of the Royal Australian Navy’s surface fleet and Army watercraft, as well as sustainment of the Collins Class submarine fleet. Before this, he was CEO of Nova Systems, a leading Australian-owned engineering and technology solutions company with operations across Australia, the United Kingdom, Singapore and Norway.

He previously served as Chief Executive of South Australia’s Department of the Premier and Cabinet, where he was Head of the South Australian Public Service and principal policy adviser to the Premier. His extensive career also includes senior executive roles with BAE Systems in Australia, Saudi Arabia, Asia and Southeast Asia, leading major defence and aerospace operations across the region.

Throughout his career, he has advised governments on major defence projects and reforms, including naval shipbuilding, submarine programs, surface fleet reviews and large-scale acquisition initiatives. He has also held numerous board and governance positions, including with the University of South Australia, Austal, Codan, ANSTO, the Australian Strategic Policy Institute and Infrastructure SA.

Having spent virtually his entire professional life in the defence, aerospace and shipbuilding sectors, he brings a unique perspective spanning government, industry, strategy, policy, acquisition and international business leadership.
