What is HARPC?

Hazard Analysis and Risk Based Preventative Controls (HARPC) is a food safety plan that applies to breweries and other food facilities that make, process, pack, or store food. HARPC is required by the Food Safety and Modernization Act (FSMA) and is regulated by the FDA. HARPC is also applicable to CO2 storage and distribution facilities that sell CO2 to customers who use it in food and beverage products.

What is the Food Safety Modernization Act (FSMA)?

The U.S. Food and Drug Administration (FDA) Food Safety Modernization Act (FSMA) was signed into law on January 4, 2011. It aims to ensure the safety of the U.S. food supply, and therefore public health, by requiring domestic and foreign processors (exporting product to the U.S.) to proactively manage food safety hazards associated with the manufacture and transport of FDA-regulated food products. Facilities that manufacture, process, pack, hold or transport FDA-regulated food products (including alcoholic beverages) produced for consumption by humans and animals needs to comply with the final rules, though exemptions apply for specific types of businesses, including manufacturers of alcoholic beverages.

Which aspects of FSMA apply to breweries?

FSMA specifically defines alcoholic beverages as food, and for the first time brings breweries, wineries, cider producers and distilleries under direct FDA regulation, without affecting TTB authority. As per Code of Federal Regulations Title 21, Subpart A, Section 117.5 (21 CFR 117.5), these facilities are exempt from several portions of FSMA, but need to comply with some of the requirements regardless of the size of their operation.

How are HARPC and HACCP similar/different?HACCP (Hazard Analysis and Critical Control Point) is the FDA’s regulatory predecessor to HARPC under FSMA. HACCP is a very similar hazard control system, but only applies to seafood and juice processors. HARPC applies to all food facilities subject to FDA registration except those covered by and in compliance with HACCP (and a few other significant exemptions discussed below). Upon completion of this HARPC 2-day course, you will be issued a certificate recognized by the International HACCP Alliance.

This 2-day course, accredited by the International HACCP Alliance (www.haccpalliance.org), is designed to provide a basic foundation of food safety, sanitation, and regulatory knowledge and covers all principles of HARPC.

· Includes interactive exercises in all HARPC principles

· Meets Global Food Safety Initiative (GFSI) training requirements

· All participants will receive an official certificate recognized by the International HACCP Alliance
