Join us at the Emirates Stadium, London for the BAMREF National Conference 2026.

This year's theme is all about #BeyondTheCeiling and reaching new heights in your Refereeing journey.

Match Officials have historically been trained to disappear into the game. Their authority is expected, but their humanity is often ignored.

That pressure is felt unequally. For Black, Asian and Mixed Heritage officials, the demands of officiating are rarely confined to decision making alone.

They can also involve code switching, isolation, heightened scrutiny, questions of belonging and the constant work of remaining in a space that has not always made room.

This year’s BAMREF conference explores the whole Ref. Not only the official on the pitch, but the person behind the whistle.

Their ambition, their mental and physical resilience, their faith, their heritage, their identity, their route through the game, and the structures that either help them progress or quietly hold them back.

The day is designed to be useful, honest and energising. It offers practical guidance, lived experience, peer exchange and a sense of shared possibility.

Kicking off with a high-energy networking game, Referee Whistle Grid, the morning transitions into a keynote exploring humble beginning that translate into tangible leadership outcomes, followed by Referees willing to share the identity behind the whistle.

They bring with them family history, faith, culture, values and ways of moving through the world that shape how they lead, communicate and respond under pressure.

This panel explores the unique journeys of officials whose identities have helped make them the referees they are today. The conversation unpacks both the progress and persistent gaps in the game, offering bold strategies for structural change.

Mid-morning features an immersive installation—Wall of Reflection—The Power of Being Seen is an installation about the moments that change a person’s sense of what might be possible. The follwing up session charts the evolving relationship between BAMREF, The FA, The PGMO and key players highlighting a growing collaboration built on a shared commitment to improving diversity, inclusion and representation across officiating.

It will reflect on the journey to date — from advocacy and challenge, to influence and action — recognising the progress made in opening up conversations, shaping policy, and creating more visible pathways for underrepresented referees

The afternoon blends play and provocation, A fast, playful room reset before lunch. In this table-based challenge, the host describes a series of on pitch scenarios and delegates must respond with the correct referee signal.

Quick, competitive and light touch, it is designed to lift the energy, keep the room moving and add a little fun before the break. A second panel explores the role that mindset, focus and mental preparation play in high level officiating. While physical readiness is often visible and well understood, the mental side of performance is just as decisive, shaping how officials manage pressure, recover from error, stay composed and make clear decisions in demanding moments.

Bringing together leading voices from the elite game, this conversation will look at the habits, routines and mental strategies that support performance at the highest level, alongside lived reflections from the journey to the top

Attendees then dive into tailored breakout sessions covering referee Performance, Progression and the Game, Mental Health and Wellbeing Support for Referees, Fitness – Levelling Up and Neurodivergence in Officiating and Football—each equipping participants with practical tools for on- and off-field leadership.

The day concludes with a vital panel on the experiences of women in officiating, foregrounding culturally intelligent mentorship, systemic change, and the need for intersectional equity. Your card is card featuring clues linked to people in the room, from BAMREF leadership and senior officials to emerging referees and key partners. Each square contains a prompt such as a milestone, first, area of expertise or point of experience. Delegates must identify the correct person, introduce themselves, share an interesting fact about their officiating journey and ask them to sign the square.

Panel Discussion: More Than the Whistle: Journeys, Identity and Belonging

Info: Referees do not arrive on the pitch as blank slates. They bring with them family history, faith, culture, values and ways of moving through the world that shape how they lead, communicate and respond under pressure. This panel explores the unique journeys of officials whose identities have helped make them the referees they are today.
Through personal reflection and honest conversation, panellists will consider how faith, heritage and lived experience can deepen confidence, perspective and presence, while also exploring the misunderstandings that can arise when cultures or behaviours are unfamiliar to others. The session is ultimately about uplifting difference, widening understanding and recognising that what makes each official distinct may also be part of what makes them strong.

Info: Created from reflections gathered from officials across the BAMREF community, The Power of Being Seen is an installation about the moments that change a person’s sense of what might be possible.
Each contribution begins from the same starting point: a moment when an official felt truly seen for who they were. It may have been a quiet remark, a gesture of trust, an unexpected act of understanding or a moment when someone recognised something in them that they had not yet fully claimed in themselves.
We often talk about development in terms of performance, ambition and progression. Less often do we talk about the human moments that sit underneath them. For many officials, self-belief did not begin with a promotion or a public accolade. It began when someone noticed something in them and made it legible. A strength. A presence. A future.
This installation gathers those moments together.

Info: This session charts the evolving relationship between BAMREF and The FA, highlighting a growing collaboration built on a shared commitment to improving diversity, inclusion and representation across officiating.
It will reflect on the journey to date — from advocacy and challenge, to influence and action — recognising the progress made in opening up conversations, shaping policy, and creating more visible pathways for underrepresented referees. The session will also acknowledge where gaps still exist, and the continued need to break through long-standing barriers that have limited access, progression and retention within the game.
Looking ahead, the focus turns to what comes next. How do we build on this momentum to create sustainable change? What practical steps are needed to support referees from diverse backgrounds to not only enter the game, but to progress, lead and thrive within it? And how do we go “beyond the ceiling” to ensure officiating truly reflects the diversity

Under Pressure: The Psychology of Performance

Info: Led by a senior performance psychologist, this session explores the mental side of officiating through the lens of performance rather than wellbeing alone. It will look at how officials can build composure under pressure, recover quickly from error, make clear decisions in high temperature moments and regulate both their own state and the tone of a match. Strategic, practical and rooted in the realities of the role, the session is designed to help officials think more clearly, respond more effectively and perform with greater consistency.
This is one of the most important sessions in the programme because it speaks directly to performance without stripping out humanity.

Lunch Break -

Info: Set up in the lunch space, Pathways Through the Game is a practical installation of posters and information graphics drawn from the morning session with PGMOL and The FA. It will map the men’s and women’s officiating pathways, highlight key progression points, show what selectors are looking for, and outline routes into coaching, mentoring, observing and leadership. The aim is to make often hidden information clearer, more visible and easier to use, so officials can better understand not only how to progress, but how to build a lasting future in the game.

The Mental Edge: Performance, Focus and Progression

Info: This afternoon keynote panel explores the role that mindset, focus and mental preparation play in high level officiating. Designed especially with the 14 to 25 age group in mind, though open to all, this smaller room and A session offers direct access to three senior practitioners from across the game:

Mental Health and Wellbeing Support for Referees
This breakout session focuses on the mental health and wellbeing of referees, particularly those who have experienced challenging or traumatic situations within the game.
Breakout 3 - Fitness – Levelling Up!
This practical breakout session is designed to help officials prepare with greater clarity and confidence for the demands of the fitness test.
Breakout 4 -Neurodivergence in Officiating and Football
This breakout session explores neurodivergence not only in players, but in officiating itself. It will look at how common neurodivergent traits can shape communication, processing, emotional regulation and decision making on and off the pitch.

New Voices on the Whistle: Young Women, Officiating and the Future of the Game

Info: The conversation will centre the voices of those still close to the beginning of the journey: what first drew them to refereeing, what they imagined it would be, what surprised them when they started, and what has kept them coming back. It will also explore the worlds around them. What their friends think. What their families think. Where support has come from, where it has not, and what it means to pursue officiating as a young woman in spaces that do not always know how to read or receive that ambition.
By bringing together newer officials with one or two mid pyramid referees, the session creates a conversation across experience without losing its freshness. It offers space for honesty, humour, challenge and aspiration, while giving the room a clearer sense of what the next generation of women officials are carrying, questioning and hoping for.
