CLINT HERRERA, P.E. MPA
DIRECTOR OF ENGINEERING DESIGN, PORT OF LONG BEACH, CALIFORNIA

Clint Herrera is Director of the Engineering Design Division of the Engineering Bureau at the Port of Long Beach, California.

He began his career at the Port in September 2019 as Assistant Director of the division and was promoted to Director in December 2023 by the Long Beach Board of Harbor Commissioners, the Port’s five-member governing body.

The Engineering Design Division is critical to the development and maintenance of Port infrastructure such as channels, roads, wharves, utilities and other facilities, producing technical reports, studies, plans and specifications for Port construction projects.

Mr. Herrera supervises and manages the Port’s Engineering Design team of professional and technical personnel, who make up the civil, structural, traffic, rail, electrical, specifications, corrosion control, underwater inspection, GIS/mapping, drafting (CADD) and terminal design sections, managing multiple in-house design projects and projects utilizing outside consultants.

Before coming to the Port, Mr. Herrera worked in public works with the cities of South Gate, where he was Deputy City Engineer/Acting City Engineer, and Corona, where he rose to Senior Civil Engineer. His experience also includes private sector engineering work including as Senior Civil Engineer with Parsons Brinckerhoff, Rail Systems Engineer with DMJM-Orange, and Utility Engineer with the DMJM-Alameda Corridor engineering team.

Mr. Herrera is a licensed Civil Engineer in California and earned a bachelor’s degree in Civil Engineering from Loyola Marymount University and a master’s degree in Public Administration from California State University, San Bernardino. His professional affiliations include the American Society of Civil Engineers and the American Public Works Association.

CESAR LARIOS, P.E. CCM
CONSTRUCTION MANAGEMENT DIRECTOR, PORT OF LONG BEACH, CALIFORNIA

Cesar Larios is a seasoned engineering and construction leader with nearly two decades of experience delivering complex infrastructure projects at the Port of Long Beach. He currently leads the Port’s Construction Management Division, part of the Engineering Services Bureau, where he oversees the construction phase of major Port projects from groundbreaking through completion.

Cesar joined the Port of Long Beach in 2006 as a Construction Manager and steadily advanced through positions of increasing responsibility, serving as Deputy Chief Harbor Engineer in 2012 and Manager of Engineering in 2025 before taking the helm of the Construction Management Division.

One of the defining accomplishments of his Port career was leading construction for a decade on the $1.5 billion Middle Harbor Terminal Redevelopment Program, now known as the Long Beach Container Terminal. In that role, Cesar managed and oversaw more than $900 million in construction contracts and more than $100 million in construction management services contracts—a remarkable portfolio of work that helped transform one of the nation’s busiest ports.

Before joining the Port, Cesar spent eight years with Traylor Bros. Inc., gaining valuable experience on major projects throughout Washington, Arizona, and Southern California.

Cesar holds a bachelor’s degree in Civil Engineering from the University of Southern California and an MBA from California State University, Long Beach. He is a board-certified Professional Engineer in California and a Certified Construction Manager through the Construction Management Association of America.

With a career built on engineering expertise, construction leadership, and the successful delivery of major infrastructure projects, Cesar Larios exemplifies the innovation and dedication that define Southern California’s engineering community.
