AFCEA Belvoir September 2026 Luncheon

Miranda Coleman presently serves as the acting capability program executive at U.S. Army Capbility Program Executive Enterprise Software and Services (CPE ES2). She is responsible for providing strategic direction and oversight for all acquistion, development and implementation policies and guidance across four project management offices that align with Army domains in the business mission area.
Before assuming her present position, Coleman served from September 2025 to January 2026 as acting deputy program executive officer at CPE ES2 - formerly known as Program Executive Office (PEO) Enterprise - helping oversee the portfolio and implement organizational changes mandated by Army acquisition reform.

COL Melvin Mitchell (Invited)

• Col. Melvin Mitchell assumed the role of project manager for Logistics and Finance (LOG-FIN) at U.S. Army Capability Program Executive Enterprise Software and Services (CPE ES2) in July 2024. In this capacity, Mitchell is responsible for overseeing the development and deployment of the Army’s modernized/converged enterprise resource planning system — the purpose of which is to simplify Soldiers’ day-to-day business and sustainment-related activities, drive readiness through faster and more accurate battlefield decision-making, and enable dominance during multi-domain operations and large-scale combat operations.

Mr. Doug Haskin (Invited)

Project Manager, Acquisition, Training and Readiness (AT&R)U.S. Army Capability Program ExecutiveEnterprise Software and Services (CPE ES2)

• Doug Haskin assumed the role of project manager, Acquisition, Training and Readiness (AT&R) at U.S. Army Capability Program Executive Enterprise Software and Services (CPE ES2) in July 2025. In this position, he is charged with overseeing the team that develops, acquires, integrates, deploys and sustains enterprise- wide financial and procurement and training management capabilities that enhance readiness and modernization for the Army. Before joining AT&R, Haskin served as the product manager for Aerial Enhanced Radars, Optics, and Sensors at Fort Belvoir, Virginia since 2022. In this capacity, he led a product office spread over three geographic locations delivering aerial intelligence, surveillance and reconnaissance payloads to the Army.

COL LJ Freeland (Invited)

Project Manager for Human Resources and Force Management (HR-FM)

• Col. LJ Freeland, the incoming HR-FM project manager, most recently served as the Acquisition Management Branch Chief at U.S. Army Human Resources Command (HRC). Prior to her role at HRC, she was the product manager for the Army Data Platform at PEO EIS, which she assumed immediately after completing a Training with Industry fellowship at Dcode in Washington, D.C. Before those assignments, she served as a proponent officer at the U.S. Army Acquisition Support Center, where she managed major talent initiatives.

Mr. Rich Licata (Invited)

• Richard (Rich) Licata Jr. is currently assigned as the acting project director for Business Technology Solutions (BTS) at U.S. Army Capability Program Executive Enterprise Software and Services (CPE ES2). In this capacity, he is responsible for leading the project office responsible for acquiring, fielding and performing lifecycle sustainment of enterprise-level services supporting many of the Army Chief Information Officer’s largest enterprise initiatives. Prior to his current assignment, Licata served from April to November 2025 as deputy project director, Enterprise Services at Program Executive Office (PEO) Enterprise, which was renamed CPE ES2 in February 2026.
