The law enforcement environment is often characterized as a non-linear, open-loop system that operates at lightning speed. In this setting, time can be both an ally and an adversary. The high-pressure nature of this environment creates stress, which can significantly impact decision-making. Officers frequently feel compelled to take action simply because they are present, rather than allowing the circumstances of a situation to dictate the urgency of their response.The key question is how to equip officers with strategies to effectively manage stress and make lawful and ethical decisions. The answer lies in two main areas: 1) Emotional Intelligence and 2) the application of thinking and mental models.
Emotional Intelligence is crucial in alleviating stress caused by unpredictable events. The ability to regulate emotions enables officers to make more informed decisions. Additionally, Emotional Intelligence helps control implicit bias. Utilizing thinking and mental models—such as the OODA Loop, the Cynefin Framework, and the Adaptive Decision-Making Model—enhances officers' sense-making and decision-making capabilities. Officers are trained to make decisions based on the urgency of a situation while adhering to the constitutional framework of the Fourth Amendment. Together, these components serve as valuable complements to any de-escalation strategy.
