A Conversation on Transatlantic Relations

Dr. Alexandra de Hoop Scheffer is the President and CEO of the German Marshall Fund of the United States (GMF). With over twenty years of experience at the intersection of international relations, policy research, and public engagement, she is a leading transatlantic voice on geopolitics, European affairs, U.S.-Europe relations, and corporate diplomacy. Her expertise has shaped how governments, businesses and international institutions across the Atlantic approach defense, diplomacy, and geo-economics. She helps leaders anticipate emerging risks, design early warning systems, and build forward-looking decision-making processes.

In her previous capacity as GMF’s Senior Vice President for Geostrategy, she led the organization’s policy and risk-advisory initiatives across Europe, the United States, and the Indo-Pacific. Prior to joining GMF in 2012 as its Paris office director and senior fellow, Dr. de Hoop Scheffer held senior advisory and research positions in the French government, academia, and international organizations, including with the French Foreign Ministry’s Policy Planning (2009-2011), NATO’s Supreme Allied Commander Europe (2010-2013), the French Ministry of Defense and War College (2006-2009), and the United Nations Peacekeeping Operations (2006). She also served as an Associate Professor at Sciences Po Paris.

She serves as an independent board director for several organizations, including the Supervisory Board of Meridiam and the Editorial Board of The Washington Quartely, and is a member of the Trilateral Commission. A dual Dutch French citizen, she holds a PhD in Political Science from Sciences Po Paris, two master’s degrees in Political Science and Conflict Studies from Sciences Po Paris, and a B.A. in War Studies from King’s College London. She is the author of the book Hamlet en Irak (CNRS Éditions, 2007) and a frequent public speaker and writer. Her recent piece The White House Seeks to Reboot the U.S.-Europe Alliance - WSJ sets out how to rethink the terms of the transatlantic relationship for the next five years.
