The Pennsylvania Legislative Black Caucus proudly presents the K. Leroy Irvis Conference, honoring the legacy of Pennsylvania’s first African American House Speaker. This two-day event brings together legislators, community leaders, students, and advocates to engage in meaningful discussions on policies impacting Black communities and working families.
Highlights include our theme:Building the Black Wealth Pipeline to Generational Wealth with dynamic panels on housing, workforce development, health equity, and economic opportunity, as well as the James R. Roebuck Scholarship Awards Luncheon, celebrating outstanding student leaders.

Conference Theme: Building the Black Wealth Pipeline to Generational Wealth
Info: Creating a coalition for sustaining Black Wealth through governance, shared policy priorities and protecting civil rights. Below are tracks for the conference. Each track has 4-5 different panels included.
Our Institutions at this Moment
Info: As communities navigate social, political, and economic shifts, trusted institutions play a critical role in shaping opportunity, protecting rights and strengthening civic engagement. These set of panels are designed to engage with leaders from higher education, faith communities and civic organizations to examine how institutions can respond to the moment and mobilize communities towards progress.
Housing & Community
Info: Housing is one of the most powerful tools for building generational wealth and strengthening communities. These panels are designed to help understand how communities can leverage housing as an investment tool and how Community Development Financial Institutions can expand access to equitable housing opportunities.
Health Care
Info: This track focuses on advancing health equity, access and innovation. The Black Maternal Health Caucus, along with advocates, physicians and public health leaders to discuss the disparities and how we create a pipeline to better support mothers before and after childbirth. These panels will also explore prescription cost, and community access.
Economic Mobility
Info: These panels focus on workforce development, building sustainable wealth, essential to communities. This track will explore the intersection of technology, labor, entrepreneurship and creative industries to identify pathway for financial stability and long-term wealth building.
