As part of the Feed Your Mind series, join us for State of Public Safety, a community conversation highlighting the dedicated work, leadership, and collaboration of Sumter’s public safety professionals and the shared commitment that defines Team Sumter.
This panel will focus on proactive programs, strategic planning, and community partnerships that support public safety across Sumter County. Panelists will share how their teams are working together to serve the community, invest in people and resources, and plan for the future—along with the role Penny for Progress has played in strengthening operations, infrastructure, and long-term readiness.
Together, these leaders will offer insight into how collaboration, innovation, and trust help keep Sumter moving forward and demonstrate the power of working together as one community, one mission—Team Sumter.
The panel will be moderated by Selena-Ruth Smith, guiding a thoughtful and informative conversation designed to educate, engage, and connect the community.

🚔Chief Russell F. Roark III – Chief of Police, City of Sumter
Chief Russell F. Roark III has served as Chief of Police for the City of Sumter since 2011 and is guided by a policing philosophy focused on improving quality of life through intelligence-led strategies and strong community partnerships. With more than 26 years of service in law enforcement, including his tenure as Colonel of the South Carolina Highway Patrol, he is a dedicated advocate for both public safety and the well-being and development of his officers.
🚒Chief Karl Ford – Fire Chief, Sumter Fire Department
Chief Karl Ford has served the Sumter community since 1982 and has led the Sumter Fire Department as Fire Chief since 2001. A lifelong public servant, he oversees both career and volunteer stations across the county and is recognized statewide for his leadership, including being named South Carolina’s Fire Chief of the Year in 2019.
🚔Sheriff Anthony Dennis - Sumter County Sheriff
Sheriff Anthony Dennis is a 41-year veteran of the Sumter County Sheriff’s Office and has served as Sumter County Sheriff since 2005, bringing decades of leadership, education, and operational experience to the role. A nationally trained law enforcement professional and former president of the South Carolina Sheriffs’ Association, he is widely recognized for his commitment to community service, public safety, and developing future leaders. Sheriff Dennis is also an award-winning educator, mentor, and lifelong advocate for Sumter County and its citizens.
🚑Chief Kent Hall- EMS Director
Chief Henry K. Hall Jr. serves as Director of Sumter County Emergency Medical Services, overseeing a team of 74 professionals operating seven ambulances and two quick response vehicles to provide all 911 medical responses across the county. With more than 26 years of EMS experience and over two decades of service to Sumter County, Chief Hall is a respected leader, educator, and award-winning paramedic dedicated to delivering high-quality emergency care and advancing the EMS profession.
