We're thrilled to be bringing housing expert Shane Phillips as our Keynote Speaker. Shane will cover everything from housing affordability to the practicality of inclusionary housing and zoning policies, then sit down for a conversation with Aaryn Abbott, Vice President at Abbott | Reed and 2026 SLO Chamber Board Chair.
A key panel this year will focus on the housing ladder. What types of housing currently make up the housing ladder in SLO County? What are our barriers to different types of housing? What are the community and economic impacts when certain types of housing are missing in the ladder?

FEATURING KEYNOTE SPEAKER
Shane Phillips is a researcher, public speaker, and consultant on housing affordability. He manages the Randall Lewis Housing Initiative at the UCLA Lewis Center for Regional Policy Studies as a researcher and policy analyst, and he co-hosts the UCLA Housing Voice Podcast, a biweekly show that translates emerging research for a non-academic audience of policymakers, practitioners, and advocates. He's also the author of The Affordable City, which advocates for prioritizing supply, stability and subsidies.
Shane has presented to audiences across the U.S. and abroad, written for major publications including the Los Angeles Times and the Atlantic, and worked with public and private stakeholders on context-sensitive housing solutions. His research has also been highlighted and used to inform policy by the White House Council of Economic Advisors. Originally hailing from Seattle, Shane earned his bachelor's degree in biochemistry from the University of Washington and masters degrees in public administration and urban planning from USC. Prior to his role at UCLA, Shane was most recently Director of Public Policy for the Central City Association of Los Angeles.
HOUSING LADDER PANELISTS
Rachel Hollander is a Senior Planner for RRM Design Group. She brings a hands-on, solutions‑driven approach to planning, entitlement strategy, and project delivery. Skilled at navigating complex entitlement pathways, she prepares persuasive documentation and collaborates closely with local agencies to secure timely permits. Her work with multidisciplinary design teams strengthens project outcomes and streamlines the design–permit interface. A key contributor to community outreach, Rachel builds trust and consensus among stakeholders. She also serves in leadership/volunteer roles with APA Central Coast, AIA Santa Barbara, and the HBA Central Coast Executive Board.
Jordan Levine is the Senior Vice President & Chief Economist at the California Association of REALTORS® (C.A.R.) where he is responsible for economic and housing market research as well as policy analysis for C.A.R.’s legislative and advocacy efforts. His work is relied upon by REALTORS(R), consumers, business leaders, and policymakers alike, and he is regularly featured in the local and national media. He has a BA in Business Economics from UC Santa Barbara and a Master’s degree with merit in International Economics from the University of Sussex in England.
Michael Stoltey is a San Luis Obispo native and real estate developer focused on community-driven growth. He is the founder of MD3 Investments, a private equity real estate firm with projects across California in housing, industrial, multifamily, mini-storage, and office sectors. Michael holds degrees from UC San Diego and UC Berkeley’s Haas School of Business. He serves as President of the Home Builders Association of the Central Coast and as a member of San Luis Obispo County’s Housing Ad Hoc Committee, promoting community education on the challenges of homebuilding and championing collaboration between developers and civic leaders to address the region’s housing needs.
