About this Event

PLEASE READ CAREFULLY: Thank you for your interest in Western TTAP’s Oberservational Data Collection for Child Passenger Safety. Western TTAP’s primary service audience consists of federally recognized Tribes and their employees within the western United States. While we welcome participation from all interested individuals and organizations, Tribal governments and Tribal employees receive priority enrollment for all trainings.

To support our mission of serving Tribal communities, all prospective participants—Tribal and non-Tribal—must first join the course waitlist. Upon receipt of your waitlist submission, staff will review the information provided. Non-Tribal applicants will remain on the waitlist until priority registration for Tribal participants has been completed.

Approximately one week prior to the training date, Western TTAP will contact individuals on the waitlist to offer any remaining available seats. Once you receive confirmation of placement in the course, you will have 24 hours to submit payment for the number of seats originally requested. Additional seats may not be added at that time. Failure to remit payment within the 24-hour window will result in the seat(s) being offered to the next individual or agency on the waitlist, in the order requests were received.

Course Overview:

This training is designed using the framework established by The National RTAP Transit Manager’s Toolkit, an online resource designed to help new rural transit managers operate efficiently and comply with federal FTA Section 5311 regulations. This training covers Administration, Operations and Planning, Compliance, and Tribal Transit, with references to key federal circulars. Regularly updated, the Toolkit provides current guidance and allows users to suggest new topics for practical, day-to-day management support.

Agenda/Topics:

Administration

  • Leadership, budgeting, operations management, and human resources.

Operations and Planning

  • Safety, coordination, planning, evaluation, and public communication.

Compliance

  • Federal regulations, ADA, civil rights, grants, drug/alcohol programs, procurement, asset management, and charter service.

Tribal Transit

  • Governance, administration and funding, operations, compliance, and Tribal MOU guidance.

Learning Objectives:

By the end of the training, participants will be able to:

  • Understand the core responsibilities of rural and tribal transit managers.
  • Navigate federal regulations and ensure compliance with FTA Section 5311 requirements.
  • Apply best practices in administration, operations, and planning for transit programs.
  • Identify and utilize federal circulars and guidance relevant to transit management.
  • Access and leverage Toolkit resources to address day-to-day management challenges.

Audience:

The Toolkit is designed for new rural and tribal transit managers who need a practical reference for day-to-day operations and FTA Section 5311 compliance. It provides essential guidance to help transit organizations run smoothly and meet federal requirements.

Instructors:

Carrie Brown, MSML has 15 years of experience in public health and human services. She holds a BA in Psychology and Anthropology from the University of Nevada, Las Vegas, and a Master of Science in Management and Leadership from Western Governor’s University. Carrie has served communities as a Director of Human Services, Tribal Health and Human Services Director, Safety Circuit Rider, and currently, as the Director of the Nevada LTAP under Applied Pavement Technology. Her expertise is in training delivery with a focus on cultural sensitivity. Her mission is to empower Nevada agencies to support and strengthen their communities through transportation countermeasures and safety initiatives.

Luis Sibaja, P.E. is a Pavement Engineer at Applied Pavement Technology, Inc. His technical efforts focus on roadway pavement management and evaluation. Some of Mr. Sibaja’s responsibilities include implementing and configuring pavement management systems including PAVER, Cartegraph, and StreetLogix, documenting pavement condition using both manual and automated data collection methods, and working with agencies to use those tools effectively, assisting with updating advanced data visualization tools like APTech’s interactive pavement management data visualization tool, IDEA, and conducting life-cycle cost analyses.
