And a high-level dialogue featuring Laurens Dassen, Caecilia van Peski and Briona Collins - on safeguarding democratic legitimacy, rule of law and societal resilience in an era of geopolitical fragmentation
🗓️ 14 March is a moment to shape what comes next in policy.
As global systems struggle to contain conflict, their failure is increasingly felt at home. Trust erodes, polarisation deepens, and pressure builds on democratic legitimacy and social cohesion, long before it is recognised as a security risk.
This event invites you into that blind spot.
Rather than discussing global instability in the abstract, we examine how international disruption already translates into domestic risk in the Netherlands; and where current security and prevention frameworks fail to anticipate it.
đź§ Anchored in UN Security Council Resolution 2250 on Youth, Peace & Security outcomes of the day feed directly into the Dutch National Action Plan on YPS.

Info: This panel explores how international instability rarely manifests in the Netherlands as direct armed conflict, but increasingly as societal pressure: polarisation, erosion of norms, declining trust and mental insecurity. Using the concept of risk transmission pathways, we will discuss:
- How global instability translates into domestic societal pressure
- Which “Vital Signs” of democratic health are under strain
- Where current Dutch policy fails to see, measure or anticipate these developments
- How a Dutch National Action Plan on Youth, Peace & Security (NAP-YPS) can strengthen internal resilience
This panel serves as the conceptual foundation (“setting the scene”) for the breakout sessions that follow, where participants will formulate concrete input for policy development.

Breakout session 1: Early Warning Signs
Info: In smaller breakout groups the participants will identify signals, trends and early warning indicators based on the five vital signs (legitimacy, polarisation, agency, resources and violence).

Info: This second breakout session translates analysis into action. Building on the risks identified in Session 1, and produce targeted policy interventions that can be integrated into prevention strategies and the Dutch Youth, Peace & Security agenda.

Info: The outcomes of the parallel sessions will be presented and handed over.
