Treasury has begun distribution of the largest direct federal contribution to Indian country in U.S. history - the American Rescue Plan’s $20 billion Fiscal Recovery Fund (FRF) for tribal governments. There are fewer overall restrictions on the use of this money than the CARES Act’s Coronavirus Relief Fund (and more time in which to spend it). Some of these restrictions are still being developed: Treasury has published a 151-page Interim Final Rule on allowable uses of the FRF, and comments are due July 15. The rule is both complex and math-intensive.
