Censure

A Horus Heresy Event at Element Games, Stockport

6th and 7th of February 2027

Setting

"Hear now the words of my ruling.

I see now I have allowed my sons to delve too profoundly into matters I should never have permitted them to know even existed. Let it be known that no one shall suffer censure, for this conclave is to serve Unity, not discord. But no more shall the threat of sorcery be allowed to taint the warriors of the Astartes. Henceforth, it is my will that no Legion will maintain a Librarius department. All its warriors and instructors must be returned to the battle companies and never again employ any psychic powers.

Woe betide he who ignores my warning or breaks faith with me. He shall be my enemy, and I will visit such destruction upon him and all his followers that, until the end of all things, he shall rue the day he turned from my light."


The Event Format

A two-day narrative event. Up to 44 players will wage war over 4 rounds across the weekend to recreate the censure of the Thousand Sons and the Fall of Prospero! The weekend will consist of 4 bespoke, narrative driven missions, pitching the Defenders of Prospero against the Censure Host, spearheaded by the Space Wolves.

This event is inspired by the events of the Burning of Prospero. The allowed forces intentionally go beyond the official combatants. But are split as per the division of the Council of Nikea. The Allied Legion tickets are to represent the theoretical presence of unofficial forces. Perhaps they are observers drawn into the battle, black ops specialists or a delegation to Prospero who have chosen to aid its defence. You decide!

This is not a competitive event. The expectation is lists will be created in a narrative style. There may be individual prizes for strange occurrences or achievements. But there are no personal awards for winning the most games or scoring the most victory points. Games will initially be fought against random opponents from the opposite faction, with game results and variation of forces deciding further match ups.

Please note that allegiances are not split Loyalist/Traitor for this event, but as Defenders of Prospero or Censure Host.

Shattered Legions, and Black Shield lists are not appropriate for this event. They didn’t exist yet!


Defenders of Prospero

Thousand Son Legion Ticket – The Primary Crusade Detachment for this Ticket must be Thousand Sons. Allied detachments can be taken. But can only include units with the Traits listed in the Prosperine Allies Ticket below.

Prosperine Allies Ticket – The Primary Crusade Detachment Trait for this Ticket must be from the below list. Allied detachments can be taken. But can only include units with the Traits listed in the Prosperine Allies Ticket below, or the Thousand Sons. Following all the usual allies’ rules.

Censure Host

Space Wolves Legion Ticket – The Primary Crusade Detachment for this Ticket must be Space Wolves. Allied detachments can be taken. But can only include units with the Traits listed in the Censure Host Ticket below.

Allegiance Changes

As previously mentioned, allegiances are not split Loyalist/Traitor for this event, but as Defenders of Prospero or Censure Host.

As such players should feel free to bring any allegiance locked units, within the guidelines set below. But players may not mix Traitor and Loyalist locked units in the same army list.

If a rule specifically relies on the Traitor or Loyalist allegiance, (for example Hatred (Traitor)) then in each game act as though the opposing player has that allegiance.


List Building Guide

Generic List Guidance

Please build lists with a view to bringing something narrative and not with the aim of curb stomping your opponents.

All units and rules from official Warhammer publications, including all Legacy PDF’s and Journals are valid at this event.

· Lords of War and Warlord Detachments may be selected, with the below restrictions on Primarchs and Unique Character. And within the usual points limits of 25%.

· Primarch and Unique Units are NOT allowed. With the below exceptions for the Thousand Sons Space Wolves and Talons of the Emperor, as below.

· Titan Ordinal Primary Detachments ARE allowed. But be prepared to play an Engine K*ll mission instead of the event scenarios if required.

· Cohorts Vagus Detachments are limited to one per player and a maximum of 3 slots only may be filled in any combination allowed by the detachment e.g. Elite units are still restricted to 1 maximum etc.

Lists will be vetted to ensure a good playing experience for everyone.

Seeker spam, too many Tarantulas, heavy Havoc launcher use etc is discouraged and will be fed back accordingly.


Faction Specific List Guidance


Defenders of Prospero

· Thousand Sons Unique Characters and Magnus the Red may be included. Almost the whole Legion was on Prospero.

· Emperors Children Kakophoni may not be selected.

· Emperors Children Hereticus lists are not allowed.

· Only the Thousand Sons and White Scars (because weather magic…) legions may select units with the Psyker Trait. All other legions, whilst disagreeing with the Edict of Nikea, at least made an effort to follow it.

· Mechanicum Lists may not include any (Malefic) Units.


Censure Host

· Space Wolves Unique Characters and Leman Russ may be included. Almost the whole Legion was deployed in this campaign.

· Constantine Valdor and Jenetia Krole were both present at the Burning of Prospero and may be included.

· No Psykers maybe chosen (following the Edict of Nikea). With the exception of the Space Wolves Caster of the Runes. Who supposedly draw their power from the heart of Fenris…

· Word Bearers Phraetus Anointed, Gal Vorbak and Mhara Gal may not be selected.

· World Eater Hereticus Lists are not allowed.

· Mechanicum Lists may not include any (Malefic) Units.


List Submission

Players are to attend with army lists totalling no more than 3000 points which must represent the ticket purchased,

Lists to be submitted by Friday the 4th of December 2026 to allow time for list vetting and any feedback. Please feel free to submit your lists sooner.

Prizes

The survival/destruction of Prospero is all that matters!

That said. We all like a little glory for ourselves.

Although this is not a competitive event, the Most Honoured Defender of Prospero and Censure Host Champion will be acknowledged for their efforts.

These will be awarded for the total of Favourite Opponent, Game Victories, Best Army and Rule of Cool votes.

Rule of Cool Competition - Best individual themed model!

This can be anything on theme for this event. Anything from a tactical marine with a dead Thousand Son on its base, to a Warlord Titan converted to represent the Legio Sinister. (Please someone do this!) Read up on the fluff and come up with something cool!


Painting and Modelling

All models to be fully built, painted to a tabletop standard (3 colours minimum), and fully based if the model has one.



Rule Changes For A Better Gaming Experience

· Line Sub Phase - A new sub-phase is added at the end of the Start Phase: the Line Sub-Phase:

The Line (X) Special Rule and Comptroller (X) Special Rule has the following text, replacing its original rules:

o If the unit with a model with this special rule controls an objective during the Line Sub-Phase of the controlling player’s turn, they gain X Victory Points. Furthermore, the value of X is added to the Tactical Strength of a model that has this special rule. If Models with multiple variants of this Special Rule are part of the same Unit, then the values of X do not stack and only the highest value is used. (Full credit to Goonhammer for this rule change).


· Wound Allocation – When allocated a wound, models with the Paragon, Command or Specialist Type/Sub-type that have joined a unit must take a saving throw up to the number of times equal to its initiative value and no more. The remaining saving rolls must go on the unit until only the unit/model in question remains or all attacks are saved. This is once per attack and can be repeated each time the unit is attacked during any phase. This has no effect if the model is in a Challenge.


· Vanguard (pg339) – A Vanguard unit will score the value of Vanguard (X) points for fulfilling either of the Vanguard conditions if the Destroyed, Massacred or Falling Back unit began that Phase Controlling or Contesting an Objective Marker.


· Wrecked Vehicles (pg221) – Vehicles that do not have a successful Explode result rolled for them will be left on the table as per the Wreck rule. (It just looks cool). (Models with the Knight sub type are to be removed when destroyed. As it looks weird for these to remain).


· Terrain (pg235) – The following changes to how Terrain works are in effect at our events. (Credit to SN+ for these terrain house rules. Please see their social media channels for example diagrams).

o Vehicles: Vehicles may only be granted the benefit of terrain rules if more than 50% of the model is on or within the terrain feature.

o Barricade or Scatter Terrain: If a model is behind and in base contact with a barricade or scatter terrain across which line of sight is being drawn that model is granted a 6+ cover save.

o Light Terrain: Models wholly within Light Terrain are granted a 6+ cover save.

o Medium Terrain: Models wholly within Medium Terrain are granted a 5+ cover save.

o Heavy Terrain: Models wholly within Heavy Terrain are granted a 4+ cover save.

A unit can only draw line of sight though Heavy Terrain if they have at least one model wholly within it.

A unit cannot be seen through this terrain feature unless they have at least one model wholly within it.

· Your Army!

· One printed copy of your main list.

· A copy of the core rulebook, Liber/s, expansions.

· A copy of any PDF’s you will be using from Warhammer Community.

· Dice, templates, measuring device, pen.

· Any tokens that may aid you while playing.

· A friendly attitude and a desire to have fun!

The car park and entrance are around the back. The store and gaming centre are up the stairs and through the door to the right.

By Car

The motorway network is generally the best way to get here. From the M60 (Manchester's outer ring road), exit at Junction 1 and join the A6 (via Travis Brow and Heaton Lane). Follow the A6 south and turn right onto Hallam Street.

Public Transport

The store is just a short walk from Davenport (~8 mins) and Stockport (~22 mins) railway stations. Trains from Manchester Piccadilly run regularly to Stockport, and roughly every hour to Davenport.


Food and Drink Policy

The Warlock's Tavern kitchen is now open and is serving hot food into The Gaming Centre!!! The current opening hours are 5pm-9pm Mon-Fri, and 8:30am-3pm Sat&Sun (extended for events where applicable). No outside food to be consumed except Mon-Fri 9am-2pm please. No outside drinks allowed anytime.
