his is the big Welcome Festival for all new exchange students at Waseda, Keio, Sophia, Todai, Rikkyo etc. and the biggest party of the semester with over 3000 people expected (around 50% are Japanese and 50% are internationals).
The Welcome to Tokyo Festival is for all exchange students and young expats in Tokyo. Also, Japanese party people can participate in the guest list deal.
