Abstract:
The Federal Reserve's public statements are not a transparent window into the FOMC's internal deliberations but are filtered through it, and that filter changes character when the policy rate is constrained. Comparing meeting-level monetary policy stance indices from FOMC transcripts and post-meeting statements across 128 meetings between 2004 and 2019, this research identifies a “policy stance gap.”
During unconstrained periods, public communication tends to lean modestly more hawkish than the underlying deliberation. At the effective lower bound, however, statements become substantially more dovish than the internal discussion. The findings suggest that communication assumes a more direct policy role when conventional interest rate tools are constrained.
About the Speaker:
Professor Burçin Kısacıkoğlu is an Assistant Professor of Economics at Bilkent University and a Research Affiliate at Centre for Economic Policy Research. She earned her PhD in Economics from Johns Hopkins University in 2016. Her research focuses on macro-finance, monetary economics, exchange rates, and financial markets, with publications in leading journals such as the American Economic Review, Journal of International Economics, and Economic Policy.
