The ITL Experience Survey was launched to better understand the professional experiences of internationally trained lawyers in Canada. While conversations about barriers in the profession often rely on individual stories, this survey was designed to provide broader data on licensing pathways, employment opportunities, workplace experiences, and perceptions of inclusion.
At the 2025 Internationally Trained Lawyers (ITL) Conference, preliminary findings from the survey were shared with lawyers, regulators, academics, and policymakers from across the country. The discussion underscored both the importance of the research and the need for deeper analysis.

Under the theme “Data Meets Dialogue: A National Conversation on Reform,” this event will present the findings of the ITL Experience Survey Report, one of the most comprehensive snapshots to date of how internationally trained lawyers experience entry into and advancement within the Canadian legal profession.
Key findings include:
- 61% of respondents report experiencing discrimination or bias during job applications or while working in the legal field in Canada.
- Only 21% believe provincial law societies are adequately addressing the challenges faced by internationally trained lawyers.
- 65% say they faced challenges securing employment due to the recognition of foreign credentials or experience.
- 70% report feeling the need to prove their competence more than Canadian-trained peers.
This hybrid event will bring together lawyers, regulators, employers, and policymakers to discuss the findings and explore what they mean for the future of the profession. Participants can join virtually from across Canada or attend in person in Calgary for the official release of the report and a timely national conversation on reform.
