Meet the speakers:


Alexa Tsui is CEO of FORUM, blending strategy, storytelling, and connection to shape the future of the GovCon community. With 15+ years in growth, capture, and business development, she's driven transformation across the federal contracting landscape. She created and hosts #GovCom Unfiltered, a podcast surfacing authentic stories from government and industry leaders. Alexa serves on boards including NCMA MetroMD and has held key roles with MetaPhase Consulting, Technik, Bloomberg Government, and INPUT. Known for her energy, curiosity, and collaborative spirit, she thrives at the intersection of people and mission — making GovCon more human, more connected, and a lot more fun.


Teresa Moon is Vice President of Communications and Marketing at Parabilis and host of the "Spilling the Tea on GovCon" podcast. She leads communication strategy and market engagement, supporting Parabilis' mission to serve the federal contracting community, drawing on her government procurement experience to shape market strategy, public relations, and industry engagement. With an emphasis on building strategic collaborations within the federal marketplace, Ms. Moon has cultivated a growing ecosystem of partners and resources supporting GovCon organizations. She is known for building trusted relationships and fostering collaboration that strengthens the broader federal contracting community.


Shomari Wade counsels clients from Fortune 50 companies to startups in government contracts law, with nearly two decades litigating hundreds of bid protests before GAO, COFC, and various Boards of Contract Appeals. He advises clients in federal small business programs (8(a), HUBZone, WOSB, SDVOSB), supports M&A due diligence for government contractors, and represents financial institutions on over $1 billion in Federal Assignment of Claims Act lending transactions. Shomari also provides ethics guidance, serving on D.C.'s Board of Ethics and Government Accountability, and has procurement experience from the Executive Office of the Mayor of D.C. He frequently lectures on bid protests and small business matters.


Kathy Worthen is a global supply chain and operations executive with more than two decades of leadership experience across the automotive, industrial, and energy sectors. She joined Honeywell Aerospace in 2025, bringing extensive experience leading supply chain operations across both original equipment manufacturers and Tier 1 suppliers with responsibility for complex, global operations. Kathy has led transformative supply chain initiatives, improving execution and driving performance in complex, high-growth environments. She holds a master of science in management from Walsh College and a bachelor of business administration from Oakland University.


Shivani Dubey is a dynamic, results-driven executive leader at the U.S. Small Business Administration's Arizona District Office, where she supports small businesses through access to capital, government contracting participation, and business growth counseling. She has led efforts securing over $1.9B in federal contracts while expanding capital access across Arizona, building strategic lender partnerships that drove approximately $912M in FY24 lender volume. Shivani has managed multimillion-dollar budgets, launched workforce training programs, and implemented operational efficiency initiatives across multiple district offices — all in service of economic development and new opportunities for entrepreneurs.


Denise Rainey is a trailblazing entrepreneur and founder of Rainmakers Strategic Solutions. With over 30 years of experience in healthcare and government contracting, she oversees Rainmakers in delivering exceptional services to federal agencies while focusing on continuous growth and innovation. Her experience in training, event management, stakeholder engagement, and program management have solidified her reputation as a respected leader in the industry.


Thomas Kull is a professor of supply chain management who joined the W. P. Carey School of Business in 2007, with research focused on socio-technical challenges and strategic risks in operations and supply chains. He has authored over 30 publications in leading academic journals, presented at more than 100 national and international conferences, and co-authored a book on the cultural implications of lean manufacturing. Kull has advised organizations ranging from federal and state agencies to companies like Boeing and Dell Technologies, and holds a Ph.D. in Operations and Sourcing Management from Michigan State University

Marsha Lindquist is an experienced pricing strategist & contracts professional. Marsha has built a tradition of quality consulting for Government contractors for over 30 years. Marsha is adept in persuasive pricing that wins; is masterful in authoring customer-focused winning pricing strategies. She is described by clients as tenacious and a true pro. Ms. Lindquist has achieved the distinguished titles of NCMA Fellow, APMP Fellows; APMP Professional (CPP) as well as Future of Pricing Honoree by ProPricer. Marsha can be often seen hiking with her dog Ziva -a young Australian Shepherd with lots of energy.
