The United States has long grappled with immigration policy, but what occurs when enforcement efforts escalate into widespread deportations? Beyond the political headlines, such actions have significant economic, social, and legal repercussions. How would cities, businesses, and court systems manage the aftermath? What burdens are states and taxpayers likely to face?


This program, the first in a series exploring the impacts of U.S. immigration policy, investigates the financial and institutional realities of mass deportations.

: Hon. Rubén Castillo, former Chief Judge of the U.S. District Court for the Northern District of Illinois, served with distinction on the federal bench for twenty-five years, shaping the course of American jurisprudence. Appointed by President Clinton in 1994 and later entrusted by Presidents Clinton and Bush as Vice Chair of the U.S. Sentencing Commission, he played a pivotal role in federal sentencing policy. His judicial acumen was tested in landmark cases, some reaching the Supreme Court, and his expertise earned him a seat on the Judicial Conference of the United States. A skilled litigator and seasoned educator, he has taught trial advocacy at Northwestern Pritzker School of Law for three decades. Now, he continues to guide complex legal disputes through arbitration, mediation, and expert consultation.

Elizabeth T. Powers, Associate Professor of Economics at the University of Illinois at Urbana-Champaign, applies rigorous economic analysis to public policy’s impact on well-being across the life course. A Partnering Scholar at the Institute of Government & Public Affairs and Faculty Affiliate of the Family Resiliency Center, she brings expertise forged in academia and public service. Previously an economist at the Federal Reserve Bank of Cleveland and the President’s Council of Economic Advisers, she has shaped discourse on social policies affecting families, disability, and caregiving. Her research has influenced landmark cases such as Harris v. Quinn and Ligas v. Norwood. A graduate of Vassar College and Ph.D. from the University of Pennsylvania, she continues to inform policy and shape future economists through research and teaching.


Brian H. Boyle, a Detroit native, is a 1982 graduate of the University of Michigan Law School and has practiced law since his admission to the Illinois Bar that same year. He has litigated cases involving directors and officers liability, financial professionals’ liability, professional liability insurance, medical negligence, and product liability. He has been admitted pro hac vice in multiple jurisdictions, including Wisconsin, Idaho, California, and Iowa.


Active in civic and legal affairs, Mr. Boyle has served on the Union League Club of Chicago’s Public Affairs Committee and its Administration of Justice Subcommittee, as well as the Chicago Bar Association’s Public Affairs Committee. He has been a long-standing member of the Chicago Bar Association’s Judicial Evaluation Committee and served as its General Chair from 2021 to 2023.
