The Putin regime's resilience after the full-scale invasion of Ukraine was largely due to the fact that, at least until 2025, the Kremlin had sufficient financial resources to continue the war, cover social obligations, and provide rents to the elites (as compensation for losses from sanctions). In 2025, it became clear that resources were no longer sufficient for all these purposes. The result was increased repression against the elites (in the form of nationalization of business assets and mass arrests of officials), coupled with intensified competition for resources between various elite clans amid the strengthening of the military-industrial complex and the army. This presentation will demonstrate how the deteriorating economic situation forces the Kremlin to choose a new economic model and how the struggle between elite groups will influence the choice of this model.
