About this Event

There is a growing awareness of the ‘unintended consequences of carbon pricing’. The costs and benefits of carbon pricing are often distributed unequally across society. Well-tailored carbon pricing schemes considering domestic conditions and social justice will protect vulnerable groups and improve social welfare while potentially upgrading economic competitiveness. Further, it will enable more ambitious carbon pricing in the long-term by gaining support from the public and the impacted sectors.

Speakers' Bio

Simon BLACK (Climate Economist, International Monetary Fund)

Simon Black is an Economist at the IMF’s Fiscal Affairs Department where he specializes in climate change mitigation, carbon pricing, and environmental taxation. Before joining the IMF, he was a Climate Economist at the World Bank and a Climate Economist at the UK’s Foreign & Commonwealth Office (FCO). In 2014-15 he served on the UK delegation to the United Nations Framework Convention on Climate Change (UNFCCC), where he helped negotiate the Paris Agreement. He also has a background in consulting and financial services advisory. He holds a Master’s in International Political Economy from the London School of Economics and a Master’s in International Development (MPA/ID) from Harvard University, where he was a Frank Knox Fellow. He has authored several articles on the economics of climate change and has advised dozens of governments on their emissions reductions strategies.


Wei-nee CHEN (Head of Carbon Markets, Bursa Malaysia)

Dr Wei-nee Chen began her career in the IT industry which spanned nearly 18 years. In December 2005, she made a career switch from the IT industry to environmental sustainability by focusing on the sustainable energy sector. She served in the Ministry of Energy, Putrajaya for nearly 15 years of which the first 5 years were under a UNDP-GEF project (Malaysia Building Integrated Photovoltaic) and the remaining tenure in the Sustainable Energy Development Authority (SEDA). She is a climate change advocator who is passionate about energy transition. Over the years, she has shared in many local and international platforms including the World Government Summit (Dubai), various UN roundtables, IEA workshops, and supported the Asian Development Bank in their Asia Clean Energy Forums. She holds a Master’s in Business Administration from the Unitar International University and a Doctorate in Business Administration from the National University of Malaysia.


Rakhmin DYARTO (Senior Lecturer, Tax Training Centre, Ministry of Finance, Indonesia)

Dr Rakhmin Dyarto is a senior researcher at the Center for State Revenue Policy at the Fiscal Policy Agency, Ministry of Finance. After graduating from the State College of Accounting in 1993, he continued his master’s degree at Ritsumeikan Asia Pacific University-Japan in 2008 in the field of International Cooperation Policy. In 2020 he was awarded a Doctor of Philosophy after completing a doctoral study at Flinders University of South Australia in the field of Environmental Politics. Starting his career as a tax auditor at the Directorate General of Taxes since 1993, in 2011 he continued his career as a researcher at the Fiscal Policy Agency. Areas of research interest include policy processes, climate change politics, and taxation. Early this year, he was appointed as a senior lecturer at the Financial Education and Training Agency, Ministry of Finance.


Huong TA (Senior Program Officer, Global Green Growth Institute Vietnam)

Dr Huong Ta is the Senior Program Officer at GGGI, leading the GGGI’s NDC implementation portfolio in Viet Nam. Huong has 20 years of working and research experience in the areas of environmental policy, natural resource management, climate change, and green growth. Prior to GGGI, Huong worked for the United Nations Development Programme (UNDP) in Viet Nam in 7 years, advising the Government of Vietnam on climate change and green growth policy; facilitating policy dialogues; and leading policy-relevant research. In addition, Huong worked as a freelance consultant for different climate change and environment projects. Huong holds a Ph.D degree in Natural Resources and Environmental Management from University of Manitoba, Canada, an MSc degree in Environmental Management from National University of Singapore, and a BSc degree in Environmental Sciences from the Vietnam National University, Hanoi.


Stephanie TAM (Senior Operations Officer - Climate Change and Sustainable Development, World Bank Group Singapore Office)

Stephanie Tam advises managers and teams on the preparation and supervision of Climate Change and Disaster Risk Management projects, particularly complex and high-risk projects. She leads the World Bank engagement with Indonesia's Environmental Fund Management Agency (BPDLH), on building the systems and capacity needed to make the fund a robust, credible agency that is able to receive and manage international finance and meet international standards. She also leads the dialogue on blue carbon finance in Indonesia. She holds a Master’s in Development Management from London School of Economics.
