Bejn l-1800 u l-1964 Malta kienet kolonja u għaldaqstant rajha ma kienx f’idejha. Dan kellu effett fuq kull ħaġa li saret fil-kolonja. Il-Professur George Cassar janalizza fil-fond l-iżviluppi fl-edukazzjoni u t-tagħlim tat-tfal matul il-164 sena ta’ kolonjaliżmu Ingliż. Fir-rigward tal-edukazzjoni tal-poplu, għall-ewwel snin mill-wasla tagħhom f’Malta, l-Ingliżi ma raw ebda skop li jintervjenu biex it-tfal Maltin jibdew jieħdu tagħlim li bih setgħu jimxu ’l quddiem u jtejbu l-futur tagħhom. Ħallew kollox kif sabuh, u hekk dan il-poplu, li issa kien jagħmel parti mill-aktar imperu mifrux fid-dinja, kellu jistenna madwar erbgħin sena biex jixref l-ewwel xaqq ta’ dawl serju fil-qasam edukattiv għall-ġenerazzjoni żagħżugħa. Dan sar permezz ta’ kummissjoni rjali li ntbagħtet minn Londra biex tara kif il-kolonja setgħet tkun irriformata u hekk tqarribha lejn il-Kuruna fl-aspetti kollha tal-ħajja.
Matul is-seklu dsatax u l-ewwel parti tas-seklu għoxrin saru numru ta’ żviluppi li tejbu xi ftit il-qagħda tal-edukazzjoni tal-poplu. Żvolta sinifikanti dehret mat-tmiem tat-Tieni Gwerra Dinjija. Iż-żminijiet kienu qed jinbidlu u dan ġab miegħu entużjażmu ġdid li ta mbottatura lit-tagħlim fil-pajjiż. Saru sforzi akbar biex aktar nies ikollhom l-opportunità li jgawdu minn edukazzjoni aħjar.
It-taħdita ser issir fl-ewwel skola primarja li nbniet f'Malta fl-1856, taħt id-direzzjoni ta’ Kan. Paolo Pullicino.

Comm. Prof. George Cassar analyses the developments in children's education in Malta during 164 years of British colonial rule, from 1800 to 1964. For the first decades, the British saw no purpose in intervening in public education to help Maltese children in improving their prospects for a better future. They left everything as they found it, and so the Maltese, who by then belonged to the most extensive empire of the time, had to wait for about forty years for some improvement in the educational field for the benefit of the younger generation. This was spurred by a royal commission sent from London to investigate how the colony could be reformed, in order to bring it closer to the Crown in all aspects of life.
During the nineteenth century and the early part of the twentieth, a number of developments took place that slightly improved the situation of public education. A significant turnaround became evident at the end of World War II. Times were changing in Malta and this brought with it a new enthusiasm for learning. Greater efforts were made to give more people the opportunity to enjoy a better education.
The public lecture will take place inside the first primary school purposely built in Malta in 1856 under the directorship of Canon Paolo Pullicino.

Professor George Cassar teaches at the Institute for Tourism, Travel and Culture of the University of Malta. He is the author or editor of several publications on History, Education, Sociology, Social Studies, Tourism, Heritage and Culture. He is the editor of the journals Sacra Militia, Arkivju, and The Educator. He also has experience in managing EU-funded projects.
