Background

The session will offer a first-hand perspective on the preparation and coordination of structural engineering submissions to the Building Safety Regulator under the new building safety regime. Drawing on recent project experience reviewing the structural content of Safety Case reports for occupied Higher-Risk Buildings, and submissions for Part A of the Building Regulations for Gateway 2 submissions, David will explore the practical challenges of demonstrating compliance, evidencing design intent, professional competence, and risk management. The presentation will reflect on lessons learned, common pitfalls, and emerging good practices, providing insights relevant to practising engineers, reviewers, and other stakeholders navigating an evolving regulatory landscape.

What the Session Will Cover

David will be offering a personal perspective on the structural engineering input to submissions made to the Building Safety Regulator (BSR). This is across two streams: ‘safety case reports’ for occupied Higher-Risk Buildings (HRBs), and structural engineering input of Gateway 2 building control submissions.

David has been reviewing safety case reports against the structural criteria published by the BSR and has noticed a pattern of recurring problems. Similarly, he has reviewed a number of Gateway 2 submissions – to assess whether the structural information is sufficient to demonstrate proposals meet the requirements of the Building Regulations – and has seen recurring errors and omissions.

David will share these lessons he has learned and open out for questions and discussions on how structural engineers should tackle the challenge of future BSR submissions.
