The public may access the area from 6 to 11 a.m. for the spring and summer seasons. Every Sunday morning, Scenic Drive between Wheeling and Robinson avenues closes to vehicles, allowing visitors to walk, run, cycle or skateboard while enjoying the El Paso and Juárez views.
