SYNOPSIS: The film's main character, Serbian doctor Ilija Jugović, is punished with a transfer to a hospital in Prizren. There he meets history professor Ljubo Božović - THE RUSSIAN CONSUL, seemingly a psychiatric patient who claims that “Soon Russia will be Russia again, and Kosovo will once again be Serbian”. Local Albanian powerholders, and separatists, turn against Božović. They try to evict Božović, but Doctor Jugović stands up in his defense.
