Regional Drug Epidemiology Network

The intent of a Drug Epidemiology Network (DEN) is to assess the scope and nature of a public health problem such as the polydrug epidemic. This group has worked to guide community stakeholders to gain a more comprehensive understanding of local consumption patterns, consequences, risk and protective factors, and contributing conditions. By serving as a sentinel for detecting emerging drug threats, this group will provide meaningful information to be used in the development of additional policies, practices, strategies and programs.

Paul E. Maxwell, Jr.

Info: Paul has served as the Drug Intelligence Officer for the Central Florida HIDTA since January 2021. Prior to this role, he spent more than 23 years as a Special Agent with the Drug Enforcement Administration (DEA), serving in the Miami Field Division, DEA Headquarters, and as Assistant Special Agent in Charge of the Milwaukee District Office before retiring in 2020. He also served more than six years on active duty with the U.S. Army as a Military Policeman and Special Agent with the U.S. Army Criminal Investigation Command.
John brings over 15 years of healthcare leadership experience working alongside physicians and clinical teams. His background includes training and advising on thousands of advanced medical procedures, with expertise in pain management, surgical techniques, Enhanced Recovery After Surgery protocols, and clinical program implementation. He holds a Bachelor of Science in Biology from the University of Iowa and resides in Iowa City with his wife and three children.
Brittany Brown, MA, MPH

Info: Brittany Brown is a seasoned public health professional with expertise in project management, behavioral health, and clinical research. She holds a Master of Science in Public Health and a Master of Arts in Community Counseling. With over a decade of experience, Brittany has led diverse initiatives, including overdose prevention programs and mental health crisis response teams.
Carrie Baird

Info: Carrie Baird is CEO of Flagler Cares and One Voice for Volusia and has nearly 30 years of experience in nonprofit and government service. Her career has spanned substance use and suicide prevention, corrections, juvenile justice, child welfare, community development, and public health. She has led numerous collaborative initiatives across Volusia and Flagler Counties and throughout Florida, with a focus on strengthening systems of care and improving community health and well-being.
Kristy Amburgey

Info: As the Chief Community Impact Officer of Flagler Cares and One Voice for Volusia, Kristy Amburgey is a trained professional with 25-years of experience in prevention, community facilitation, communication and marketing, and implementing evidence-based strategies. Kristy coordinates substance use prevention efforts by creating opportunities for protective factors to thrive through community convening and capacity building. Kristy has a Bachelor of Science in English and graduate-level coursework in leadership and strategic and project management.
Kajsa Lebo

Info: Kajsa Lebo is the Quality and Compliance Manager at Flagler Cares. She supports the Overdose Fatality Review process by maintaining records of case review meetings and helping summarize findings to identify trends and opportunities for prevention. Kajsa holds a bachelor’s degree from the University of Florida and has six years of experience in the substance use prevention field. She is committed to using collaboration and data-informed insights to strengthen community responses to substance use and overdose.
Kirby Salerno

Info: Kirby is an education technology entrepreneur and investor with more than 20 years of experience developing innovative solutions to improve outcomes for youth. He has successfully launched and scaled products focused on substance use prevention, teacher professional development, adaptive math learning, hip-hop based curriculum, and special education data systems. Following the acquisition of one of his ventures, he served as an executive at Amazon, where he helped build go-to-market teams in the K-12 education sector. Kirby also serves as a Venture Partner with LearnLaunch, supporting the growth of emerging EdTech companies. A dedicated community volunteer in Needham, Massachusetts, he has held leadership roles with several education-focused organizations and currently serves on the Technical Advisory Council of the Barbara Bush Foundation for Adult Literacy and the board of the Boston chapter of the American Lung Association.
Meghan Blevins

Blevins is a community psychology and prevention professional with more than 20 years of experience helping communities, organizations, and youth-serving systems create meaningful change. Her work brings together prevention science, research, evaluation, data, and community engagement to help turn knowledge into practical action. Meghan’s career includes work with the Olivet Boys & Girls Club, The Pennsylvania State University’s Edna Bennett Pierce Prevention Research Center, the Dawn Chorus Group, and as an independent consultant supporting prevention and public health initiatives. She holds an M.A. in Community Psychology and Social Change from Penn State and is passionate about healthy youth development, community-driven change, and helping communities create lasting impact.
