Join us for SEBANE’s Spring 2025 Policy Briefing on the highly anticipated updates to the Solar Massachusetts Renewable Target (SMART) Program draft regulations ("SMART 3.0), set to be released in March/April 2025.

Samantha Meserve, Director of the Renewable and Alternative Energy Division at the Massachusetts Department of Energy Resources, will provide an in-depth overview of the key provisions critical to the Massachusetts solar industry, and allow for ample time for Q&A and discussion.

The session will focus on what's changing and what remains from the DOER's SMART Straw Proposal from July 2024, with possible topics such as the transition to an annual adjustable block and rate structure, updates to compensation rates for small and large projects, new set-asides for low-income and community solar, environmental protections, agrivoltaics guidelines, and consumer protection changes, ammong other topics. A significant portion of the event will be dedicated to audience Q&A, with Director Meserve addressing your questions directly.

This will be a hybrid event, allowing paid registrants to participate remotely via Zoom or attend in person for more direct interaction with Director Meserve, and networking. In-person attendees will also have priority for the Q&A and discussion session.

Featured Speaker:

Samantha Meserve is the Director of the Renewable and Alternative Energy Division for the Massachusetts Department of Energy Resources. She first began her career at the Department administering the Solar Carve-Out II portion of the Renewable Energy Portfolio Standard before transitioning to managing the development and implementation of renewable thermal technologies in the Alternative Energy Portfolio Standard. She has since broadened her experience to include a variety of policy development initiatives for renewable energy and building decarbonization. She began her career at the Department after graduating with her Bachelor of Science in Environmental Resources Engineering from the State University of New York, College of Environmental Science and Forestry and has also earned her master’s in business administration from the University of Massachusetts at Boston.
