Tyler Holst, PE, is the Senior Vice President of Infrastructure Engineering for Rancho Mission Viejo, a family-owned ranching, farming and real estate development company in South Orange County, California.

With more than 20 years of experience in civil engineering and land development, Tyler leads the strategic planning and execution of infrastructure projects across the Ranch. In this role he collaborates closely with public agencies to meet project requirements, negotiates public-private agreements, and oversees the design and budgeting of capital infrastructure throughout Rancho Mission Viejo. He plays a key role in implementing the Ranch Plan, guiding the development of community infrastructure and ensuring alignment with long-term growth objectives.

Before joining Rancho Mission Viejo, Tyler spent 18 years at Kimley-Horn where he led the Development Services team. His work spanned public improvements, roadway systems, water resources, healthcare, senior living, and commercial retail projects throughout Southern California.

Tyler is a long-standing member of the Urban Land Institute, currently serving as Treasurer on the Orange County/Inland Empire District Council. He holds a bachelor’s degree in civil engineering from the University of Southern California and is a licensed professional engineer in California, Oregon, and Washington.

Jim Yates, PE, Rancho Mission Viejo

Jim Yates is Vice President of Infrastructure for Rancho Mission Viejo where he oversees the planning and coordination of major infrastructure improvements that support community development. His responsibilities include managing projects such as Cow Camp Road and SMWD facilities, as well as working closely with public agencies to secure necessary approvals.

With more than 20-years’ experience in master-planned community design, Jim has played a key role in shaping some of Orange County’s most notable developments, including Laguna Audubon, One Ford Road, Talega, and Rancho Mission Viejo since 2006.

A former board member and president of the Orange County Building Industry Association (BIA-OC) Executive Committee, Jim has also chaired the BIA-OC Programs Committee. His leadership and expertise have made him a respected figure in the region’s building and development industry. Jim holds a bachelor’s degree in civil engineering from California State Polytechnic University, San Luis Obispo, and is a licensed professional engineer in California.

Synopsis:

Located on the southern edge of Rancho Mission Viejo's Planning Area 3, the DMA-C Flood Basin will ultimately be 21 acres of open bottom, natural side slope, graded basin. Portions of the already completed Phases 2b, 3, and 4 currently drain to the initial phase of the Flood Basin which has a capacity of 70 AF. With the grading of Phase 6 the ultimate basin grading and construction will be completed, providing a capacity of 170 AF. Upon completion of the watershed development, with Phases 5b, 6, 7, 10, 11, and 12, the tributary area will be 1,275 acres, and the DMA-C Flood Basin will be the first new County of Orange Regional Flood Facility in decades. The flood basin will detain a 100-year storm event - preserving the flow capacity of San Juan Creek and providing flood protection for the Cities of San Juan Capistrano and Dana Point downstream. This project couldn't have come to fruition without Rancho Mission Viejo's partnership with Orange County Flood Control District, Orange County Public Works and exceptional consultants such as PACE and Huitt-Zollars, who worked on the design and permitting for the project.
