Jake Hester has over 20 years of engineering experience in both the public and private sectors, with emphasis in water, wastewater, recycled water, and storm water. As the capital manager at Anaheim, he oversees the repair and replacement of the City's water system, which consists of large groundwater wells, a raw water treatment plant, booster and pressure regulating stations, reservoirs, large valves, and transmission and distribution mains. In 2021, he led a new design-build initiative that increased his capital delivery by over 500%, including the design-build of nine groundwater treatment plants that had a total budget over $150M and a design flow of approximately 70MGD.

The City of Anaheim operates 19 groundwater wells to meet approximately 77 percent of the City’s water demand. In 2020, the City took groundwater wells offline after detecting low levels of per- and polyfluoralkyl substances (PFAS), a group of synthetic chemicals found in plastics, firefighting foams, and stain-resistant products that made their way into the local aquifer. To safeguard the community, the City increased its supply from Metropolitan Water District of Southern California, as a temporary solution, while it established the Groundwater Treatment Program to remove PFAS containments from local wells. The Groundwater Treatment Program allows Anaheim to remove PFAS to acceptable State mandated levels from the groundwater. The first two phases of the Program include nine groundwater treatment plants. Come tour the Linda Vista PFAS treatment plant, nearby production well, and on-site reservoir.
