On Friday, September 25, we are excited to kick off our 2026–27 season with Mo Rushdy and Joe Duffey, a dynamic duo of housing developers leading the way in helping Philadelphia build a diverse mix of housing through approaches that do not always rely on Low-Income Housing Tax Credits (LIHTC). With Mayor Parker's goal of 30,000 new and rehabilitated housing units and the current shortage of affordable housing, both nationally and locally, the need to find alternative approaches is critical, and Mo and Joe have been willing to pursue innovative solutions. We will hear about their different (for-profit and nonprofit), and perhaps sometimes similar, approaches, recent exciting projects they've developed, and what we can expect on the horizon in Philadelphia.
About Moe Rushdy
Mo Rushdy is Managing Partner of The Riverwards Group, one of Philadelphia's leading residential development firms, where he has helped deliver hundreds of homes and transform neighborhoods throughout the city's River Wards. Originally from Egypt, Rushdy began his career in construction engineering before moving to the United States in 2004. He quickly rose through the ranks at Toll Brothers, leading the development of Phase I of Philadelphia's Naval Square before joining Westrum Development Company in a senior leadership role.
Today, Rushdy is recognized as one of the region's leading voices in housing development and innovative approaches to expanding housing supply. In 2017, Philadelphia magazine named The Riverwards Group among the "Next Wave of Philadelphia Developers," and in 2018, the Philadelphia Business Journal recognized Rushdy as one of its 40 Under 40 honorees. He also serves as Vice President of the Building Industry Association and Chairman of the Philadelphia Accelerator Fund, which supports affordable housing financing for Black- and Brown-owned businesses.
About Joe Duffey
Joe Duffey is President and CEO of NewCourtland, a Philadelphia-based nonprofit dedicated to accelerating access to coordinated housing, healthcare, and social services for underserved populations. NewCourtland provides senior housing, operates senior centers and Germantown Home nursing home, and continues to explore innovative ways to connect housing with health, independence, and community.
Joe joined the board of The Presbyterian Foundation for Philadelphia (PFFP) in 2000, serving as Treasurer, Finance Chair, and Vice Chair before becoming Chair in June 2018. In October 2018, he was appointed CEO of NewCourtland, PFFP's operating entity.
Among the many affordable housing projects, both large and small, that Joe has led NewCourtland through, the Towers at Henry stands out as an innovative mixed-income development that allowed for faster and more cost-effective delivery than the often-used Low-Income Housing Tax Credit model for larger projects.
Joe earned a Bachelor of Business Administration from the Wharton School of the University of Pennsylvania and a Master of Business Administration from Harvard Business School.
