Michigan MMPs: What YOU Need to Know

Materials Management Plans (MMPs) are now required by law under Subpart 11 of Part 115 of the Michigan Natural Resources Environmental Protection Act (NREPA), P.A. 451 of 1994 (Part 115), as amended (Effective March 29, 2023).

Under Part 115 of the NREPA, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) is requiring each county to develop a MMP to replace the existing Solid Waste Management Plans. The MMP process is designed to guide the management of counties’ materials, with an emphasis on increasing sustainable practices, such as recycling and composting, in addition to ensuring safe disposal options.

Whether you are a municipality, business professional, or environmental industry worker, MMPs are-- and will continue to be-- a key part of your atmosphere. With little information out there, the goal of this discussion is twofold: to provide an overview of what MMPs are, and allow the opportunity for you to ask any questions you may have surrounding your next steps.

Jenna will be providing an overview on what we currently know about MMPs along with what to expect in 2026 in terms of direction and requirements from EGLE.
