“Memory and Security in International Relations: Challenges of Russia's Manipulation of the Past”
The past exerts an influence on present politics, making history and memory crucial to explaining the behaviour of states on the international stage. It is also a crucial resource for the state’s identity and image, and thus mnemonic actors often (ab)use it by disseminating historical (dis-) information. On the one hand, only in recent years scholars have begun to integrate memory and the use of history into the academic discipline of international relations (IR). On the other hand, political actors have (ab)used and instrumentalised the past for a long time. Currently, this is especially visible in Russian foreign politics, which treats the past as one of many tools for justifying aggression against Ukraine and pursuing power in various places in the world.
The event will take place at the Polish Institute of International Affairs and will begin with your 30-minute keynote lecture (in English). Afterwards, panellists (scholars and practitioners), moderated by Dr Bartosz Dziewanowski-Stefańczyk, will talk about the weaponisation of history in Russian foreign politics.

Debata pt. „Memory and Security in International Relations: Challenges of Russia's Manipulation of the Past” (10.00-12.45, 5 grudnia 2025 r., PISM Warszawa), którą organizują Niemiecki Instytut Historyczny w Warszawie (NIH) oraz Polski Instytut Spraw Międzynarodowych (PISM), dotyczyć będzie znaczenia pamięci dla polityki zagranicznej i bezpieczeństwa państwa na arenie międzynarodowej. Wydarzenie odbędzie się w ramach organizowanych co roku przez NIH tzw. Debat Lelewelowskich. Wprowadzeniem do debaty będzie wykład prof. Dovilė Budrytė (Georgia Gwinnett College), dotyczący teoretycznych aspektów sekurytyzacji przeszłości. Przedmiotem samej debaty, pt. „How to combat Russian disinformation in memory politics” będzie rosyjska dezinformacja historyczna – jej treści, aktorzy oraz taktyka działania, a przede wszystkim sposoby przeciwdziałania. W debacie wezmą udział badacze i praktycy: Kamil Basaj, InfoOps Fundation, ambasador Tomasz Chłoń, dr Cătălina Nastasiu, NUPSPA, oraz dr Mykola Riabchuk, NIH. Wykład moderować będzie Anna Maria Dyner, PISM, zaś debatę dr Bartosz Dziewanowski-Stefańczyk, NIH. Całe wydarzenie odbędzie się w języku angielskim.
