Emerald de Leeuw, Global Head of Privacy and AI Governance & Co-Founder of Women in AI Governance

Emerald de Leeuw-Goggin is a globally recognised executive and entrepreneur shaping how AI, privacy, and digital regulation work in practice. As Global Head of Privacy and AI Governance at a leading multinational technology company active in over 100 markets, she helps global brands operationalise accountability and innovation at scale. A founder turned corporate leader, Emerald built one of the first privacy-tech companies before leading enterprise governance globally, a trajectory that earned her titles including European Young Innovator of the Year, PICCASO Privacy Executive of the Year, and a place on Forbes’ Top 100 Female Founders to Follow. She is a Visiting Fellow at the European Centre on Privacy and Cybersecurity at Maastricht University and serves on the AI Leadership Council at the Future of Privacy Forum and the External Advisory Board of University College Cork’s School of Law.

Emerald also co-founded Women in AI Governance, a global initiative accelerating female leadership in tech and policy, and founded Elevare, a platform dedicated to executive presence, strategic leadership, and visibility for women. Emerald bridges law, technology, and strategy to help leaders govern responsibly and lead decisively.

Deniz Houston, Digital Policy Officer, EU Delegation to the U.S. (MODERATOR)

Deniz is the Digital Policy Officer for the Digital Economy team where she covers all digital topics including Artificial Intelligence, the Digital Service Act, Digital Markets Act, privacy, semiconductors, Trade and Technology Council. Prior to the delegation, Deniz was on the International Government Affairs Policy team at the Intel Corporation where she drafted company’s strategy to address the geopolitics of the semiconductor industry. She began her career in US Defence and Diplomacy where she helped advocate for US foreign policy priorities through public diplomacy programs, international mergers and acquisitions, military technology, and defence security cooperation initiatives. She received a master’s degree in European Public Policy from Johns Hopkins in Bologna, and a bachelor’s degree in International Studies from the College of Charleston. She speaks German, Turkish, and Russian and has lived in Germany, Turkey, Italy, and Russia.
