LUNCH & LEARN: Export Compliance for Biotechnology Companies

Many South Dakota biotechnology firms maybe unaware of the U.S. Export Administration Regulations that relate to the export of certain technical data and products. Knowing who you are collaborating with, where the technology or product is going to and what it will be used for is vital in order to avoid penalties. Stephen Hall, from South Dakota, has spent many years in government and industry in export control requirements. Hall will point out what biotechnology research and products require a license from the U.S. Government to export, who not to talk to, how to apply for a license and most importantly what every South Dakota biotechnology firm needs to have in order to recognize “red flag” and suspicious orders, even if it is a domestic sale.
Hall will discuss these subjects and provide take-away compliance handouts.

About Stephen Hall
After graduating from Vermillion High School and from the University of South Dakota in 1974 with a BA in Political Science, and earning a Masters in International Relations at West Virginia University he worked for a small computer company exporting the technology and hardware to Europe. Later he was with the International Trade Administration, U.S. Department of Commerce as a Trade Specialist in Asian Affairs. As a consultant with the Center for International Business, he had several engagements in China establishing joint ventures with a major paint corporation and automotive firms. As an export compliance manager with Boeing, Stephen was involved in the firm’s adherence with U.S. export regulations, especially in regard to their defense sector. Joining the Bureau of Industry and Security of the U.S. Department of Commerce, Stephen was the Designated Federal Official for the agency’s Emerging Technology Committee responsible for recommending those technologies, including biotechnology research and products, for inclusion to the Regulations due to the export to certain counties and individuals would harm our national security. Stephen spearheaded the Administration’s effort to inform scientific and higher education institutions of export control implications in research. In addition, Stephen created and presented a series of educational programs for U.S. and South Dakota businesses on how to comply and understand the complex U.S. Export Regulations, especially in regard to today’s topic. With the U.S. Department of State, he established export control departments in over 25 countries . Stephen currently works with an affiliate of the U.S. Small Business Administration expanding overseas sales of small businesses.
