Join us on Tuesday, February 24, for a Tech Talk at the Scott Institute for Energy Innovation, featuring Joe Daniel, principal in RMI’s Carbon Free Electricity team, on "The Energy Poverty Policy Simulator: Unlocking the Cheat Code to Solving the Energy Affordability Crisis".
In the United States, energy poverty could be eliminated for roughly $20 billion per year—yet today, one in three households struggles to pay for basic energy needs, often sacrificing food, medicine, or other necessities just to keep the lights on. As energy affordability gains more attention from the media and politicians, understanding what policies are the most effective, and why, has never been more important. That is why RMI built the Energy Poverty Policy Simulator, a policy modeling tool that reveals the distributional effects of policies aimed at addressing energy affordability. The tool can show how targeted affordability programs for low-income households can dramatically reduce energy burdens for those most struggling to pay their bills.
Mr. Daniel will also present RMI’s latest research on how and why focusing on low income energy assistance will benefit all ratepayers and make energy more affordable for all. Through a live demonstration, the talk shows how smartly designed assistance is not just a social policy, but a powerful, underused “cheat code” for solving the energy affordability crisis.

About Joe Daniel
Joe is a principal in RMI’s Carbon Free Electricity team, where he leads the development and deployment of quantitative tools that help accelerate affordable and equitable utility decarbonization pathways.
He began his career in 2005, modeling energy use and fugitive emissions at a petrochemical facility outside Mobile, Alabama. He went on to work as an engineering consultant at more than 30 oil refineries, natural gas facilities, and power plants. Since 2011, he has focused on the electric utility industry, where he worked on over 100 utility proceedings across the country and authored expert testimony in response to state, regional, and federal energy policy proposals.
Prior to joining RMI, he was the electricity markets manager at the Union of Concerned Scientists, an analyst for the Beyond Coal Campaign at the Sierra Club, and an associate at Synapse Energy Economics. Joe is an active member of the US Association of Energy Economists and served as a technical advisor to the NARUC-NASEO Joint Task Force on Comprehensive Electricity Planning.
Joe earned his MPA in Environmental Science and Policy, from Columbia University and his BS in Chemical Engineering, from Florida Institute of Technology.
