The FTB still says California LLCs doing business or organized in California owe an $800 annual tax, even if they are not conducting business, until they cancel the LLC. Corporations also face an $800 minimum franchise tax if incorporated, registered, or doing business in California. The budget language in SB 122 appears to temporarily reduce the first-year annual tax for LLCs, LPs, and LLPs from $800 to $400 for tax years beginning in 2027 through 2029, but only for the first taxable year and is offset by the new software/SaaS tax. So they already admitted relief is needed, then took it away in the same breadth. The California Chamber of Commerce's lobbying wing have become ineffective.
