Title: Fluffy Spider and the modernization of commercial banking ATO fraud

Presenter: Special Agent Todd Vokas

Presenter Bio:
Todd Vokas is a Special Agent with the Federal Bureau of Investigation’s Cincinnati Division, where he serves on the Cincinnati Cyber Task Force investigating complex, financially motivated cybercrimes. With a strong academic foundation in Business Administration and Data Management, Agent Vokas has focused his investigative efforts on large-scale corporate victimization and sophisticated financial schemes. Prior to his career as a Special Agent, he worked as a Digital Forensic Examiner for the FBI, supporting a wide range of federal investigations including white-collar crime and public corruption. Agent Vokas earned both his undergraduate and graduate degrees from Xavier University in Cincinnati and later continued his studies at the SANS Technology Institute, pursuing additional graduate-level coursework in cybersecurity.

Abstract of Presentation:
This presentation details the FBI Cincinnati Cyber Task Force’s multi-cluster investigation into large-scale phishing-based account takeover (ATO) fraud targeting U.S. financial institutions between 2025 and 2026. Initiated after a Cincinnati headquartered bank reported coordinated credential-harvesting activity, the investigation identified and analyzed distinct phishing infrastructures, referred to as “clusters”, each responsible for significant financial losses facilitated through sophisticated social engineering, cloned banking webpages, and automated Telegram bot credential exfiltration. The case highlights the evolving tradecraft of organized cybercriminal groups—including rapid credential exploitation, infrastructure reuse, and multi-bot ecosystems—and underscores the FBI’s ongoing efforts to impose risk and consequences through investigative coordination, victim outreach, and operational actions such as account seizures and collaboration with digital service providers.
