Julius Rhoe is a certified substance abuse counselor who has been treating clients in both FL and NC for over 20 years. Despite receiving years of the best training from state and local boards, he was not making major inroads with most of his clients. They kept returning.

Julius researched every program and technique out there but almost resigned himself to the fact that most addicts don't change. About half of them relapse within 30-60 days and a whopping 85% relapse within the first year.
