About the Historic Westmoreland Neighborhood: Established in 1917, and designated a historic distic is 1986, the Westmoreland neighborhood was the vision of real estate developers William B. Welles and Badger C. Bowen. The neighborhood earned its name from the undulating hills reminiscent of the Virginia county where George Washington was born. Its streets pay homage to other iconic Virginian figures with names like Mount Vernon, Richmond, Potomac, and Shenandoah.
