Governing at the Speed of AI: Tension-Informed Decision Making

Complex projects rarely fail because governance tensions exist. They fail because those tensions remain unseen until they have already reshaped decisions, relationships and outcomes.
Governance tensions — control versus autonomy, schedule versus quality, innovation versus assurance — are not risks to be eliminated. They are persistent, paradoxical conditions inherent in complex systems. Treated as risks, they invite mitigation and closure. Recognised as governance signals, they become early indicators of changing complexity, giving boards actionable intelligence before conventional performance measures reveal a problem.
This session introduces the Adaptive Tension Governance Platform (ATGP): an AI-enabled governance model that senses weak signals across a project’s System of Systems, connects them into a dynamic System of Tensions, and deliberates on them through a board of specialised AI agents. The output is not automated governance, but governance intelligence — concise decision briefs, tension profiles and response options for a human board that retains full accountability.
The session then confronts a challenge emerging as organisations adopt AI: organisational bandwidth. AI can generate insight far faster than governance forums can review, interpret and act on it. The constraint is no longer information; it is the organisation’s capacity to absorb, prioritise, deliberate and respond before conditions change again. The bottleneck shifts from data processing to decision processing. The session argues that organisational bandwidth should be treated as a governance capability in its own right, alongside accountability, assurance and decision authority.
Participants will leave with:
- A practical distinction between governance tensions and conventional project risks, and why it changes governance behaviour
- An understanding of how agentic AI can strengthen governance while preserving human accountability
- A perspective on organisational bandwidth as a governance constraint, with practical ideas for assessing governance capacity
- Questions and discussion tools to take directly to project boards, steering committees and executive forums
The session draws on a multi-agency development initiative within INMAA’s ecosystem and centred on INMAA’s integrated model for governing complex projects.
