EPA-Approved Lead Safety Training for Contractors

Any contractor performing qualifying work on pre-1978 homes or child-occupied facilities must employ at least one Certified Renovator who has successfully completed EPA-approved Lead Safety Training.

Who Must Be Certified?

  • Specialty trade contractors (e.g., painters, plumbers, carpenters, electricians)

🚨 Firms cannot legally advertise or perform covered renovation activities without certification.


Covered Activities Under the RRP Rule

Any activity that disturbs lead-based paint in pre-1978 buildings requires compliance, including:
✅ Remodeling & maintenance
✅ Electrical work
✅ Plumbing
✅ Painting preparation
✅ Carpentry
✅ Window replacement


Exceptions (Not Covered by the Rule)

🚫 Homes built after 1978
🚫 Housing designated for elderly or disabled persons, unless children under six live there
🚫 Studio apartments (zero-bedroom dwellings), unless children under six live there
🚫 Housing declared lead-free by a certified inspector
🚫 Minor repairs disturbing less than:

  • 6 sq. ft. per room (interior)
  • 20 sq. ft. total (exterior)
    (Exception: Window replacements and demolitions are always covered.)

Paint Testing Requirements
  • Paint testing is not required under the RRP Rule.
  • However, if there is no proof that paint is lead-free, all RRP requirements apply.
  • Testing can be conducted by a certified lead inspector or risk assessor, or using an EPA-recognized test kit.
