- Build a shared understanding of the reliability and commercial components and aspects of the Path Rating Process
- Examine transfer capability approaches, including the traditional path rating methodology and the flow-based methodology
- Brainstorm strategies for the future of the Path Rating Process in the Western Interconnection
Background
WECC was formed in 2002 from the Western Systems Coordinating Council (WSCC) — the organization that established the Path Rating Process in the late 1990s. Since then, WECC has evolved from a trade association into an independent, neutral organization focused solely on Bulk Power System reliability and security in the Western Interconnection. This evolution — along with the changes in industry practices over the last few decades and the rapidly changing industry looking forward — has led WECC to evaluate the future of the Path Rating Process as we consider the intersection of reliability and commercial considerations. WECC’s Reliability Assessment Committee (RAC) met on April 21 to discuss the core issues and met again on May 19 to gather stakeholder feedback. During that meeting, it was suggested that WECC host a longer in-person meeting to discuss the matter more deeply. This meeting is part of a transparent endeavor to ensure that any transition aligns with our mission and continues to support the region’s evolving reliability and security needs.

Planners and stakeholders in the Western Interconnection, including those who use path ratings, participate in the Path Rating Process, or use flow-based methodologies.
