Fusion Liaison Officer (FLO) Course
The Dallas Police Department will be hosting a Fusion Liaison Officer Course on Friday, May 22, 2026, from 9 AM to 12 PM at the Dallas Omni. This course has been designed to help facilitate communication and collaboration between Fusion and other agencies, including private and corporate businesses. This course delves into the role and mission of fusion centers, FLO duties and responsibilities, the intelligence cycle, sharing intelligence and privacy concerns, pathway to violence, suspicious activity and threat reporting, and case studies. I have created a distribution list where I send out events and protests as well as relevant intel information including bulletins.
We will be holding these courses quarterly. Please feel free to share this email with anyone who you think may benefit from attending this course.

What is a Fusion Liaison Officer?
- An individual who serves as the main point of contact within the organization & assists with all-crimes information sharing from their organization to the Dallas Fusion Center and other regional partners.
FLO Duties & Responsibilities
Who can become a FLO?
- Law enforcement officers, first responders, public safety, educators, private sectors, among others with a vested interest in public safety
Why become a FLO?
- Become the point of contact for your agency / organization
- Assist with strengthening information sharing and improving partnerships
- Expedite the flow of communication between partners
- Increase awareness of pre-incident indicators and warnings of terrorism and significant criminal activity
