More about the speaker: Mr. Mike Harvey was appointed Assistant Administrator of USAID’s Middle East Bureau in January 2019. He comes to the position after serving more than thirty years as a foreign service officer for USAID, with multiple overseas assignments. He most recently served as a faculty member of the National War College in Washington, DC, and chaired USAID’s Task Force to Defeat the Islamic State in Iraq and Syria as Assistant to the Administrator. Mr. Harvey served as USAID’s Mission Director in Nigeria from September 2013 to March 2017, where he led the standing up of USAID’s program to counter Boko Haram and the response to the humanitarian crisis that resulted from that insurgency. He was the Director of USAID’s Mission in West Bank and Gaza beginning in August of 2010, where he led one of USAID’s largest and most politically charged programs. Mr. Harvey also served as Mission Director to Serbia and Montenegro from 2007 until 2010, leading a program focused on speeding both Serbia’s and Montenegro’s accession to the European Union. He served as the Deputy Mission Director in Iraq from 2006 until 2007, helping to design and support the surge of civilian development assistance that complemented the surge in U.S. military deployments that year; and served as Deputy Mission Director in Jordan from 2004 until 2006, where he helped lead one of USAID’s largest economic reform programs in the Arab world. From 2000 to 2004, Mr. Harvey was the USAID Representative to Tajikistan, during the dramatic increase in assistance to the region following the attacks of September 11, 2001. Mr. Harvey also served as the Deputy Director of the Program Office in the USAID Mission in Haiti (1995-2000), where he played a leading role in the design and management of one of USAID’s largest assistance portfolios in Latin America. He was the Director of the Office of Health and Nutrition where he also managed the country’s Food for Peace program, then the largest in Latin America. During the early to mid-1990’s, immediately following the removal of the dictatorial regime of Mengistu Haile Mariam, Mr. Harvey served as the Director of the USAID Mission’s Office of Food for Peace in Ethiopia. Prior to that assignment, Mr. Harvey was stationed in Washington working for USAID’s Office of Foreign Disaster Assistance, and he led U.S. relief efforts to the conflict-ridden Horn of Africa. Before coming to USAID, Mr. Harvey worked in the Office of Press and Public Affairs for the White House Conference on Small Business. Mr. Harvey earned his Master’s degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin (1983), and graduated with a Bachelor of Arts from the University of Texas at Austin (1981).
