The extension of carbon pricing to fossil fuels used for heating and transport
will increase prices for many households. The Social Climate Fund (SCF) is
the EU's mechanism to address some of the associated challenges for
vulnerable households. Member states have until June 2025 to propose
measures that help vulnerable households, micro-enterpreises and transport
users under National Social Climate Plans (NSCPs).
While the size of the Social Climate Fund limits its ability to fully
compensate households for the additional costs, it can serve as a blueprint
for revenue use for the remaining parts of ETS-2 revenues, most of which
can be used by EU countries' governments. Beyond that, the success of
social climate plans and the distribution of other ETS2-revenues will act as a
litmus test for the future of EU's climate policy.
This event will be a chance to hear directly from key actors involved in the
design of ETS2 and SCF, as well as learn from experts about the current
challenges and barriers facing its effective implementation and potential
ways to troubleshoot these. The event will be followed by a drinks reception.
