Victor Gonzales

Mayor, City of Pflugerville

Mayor Gonzales' leadership is profiled through tireless public service and commitment to ensure gains for the community of Pflugerville and has served on the city council or as mayor for 15.5 years, more than any other elected official in the history of Pflugerville. Recently, he was appointed by the city council to serve his first term on the PCDC Board and currently sits on the board of the Capital Area Region Transportation Planning Organization and the Capital Area Council of Governments.


Sereniah Breland

City Manager, City of Pflugerville

Sereniah Breland is currently appointed s as the City Manager of Pflugerville. In her most recent assignments, she served the cities of Alvin, TX. Guthrie, OK, and Goliad, TX as a City Manager. At the beginning of her career in local government, Breland served as the Assistant to the City Manager in Greenville, TX through the Urban Fellowship of the North Central Texas Council of Governments which led her to Denton, TX as a Recycling Coordinator and then Sugar Land, TX as Support Services Director.

Breland serves as President of the Texas City Management Association (TCMA) where she has held various leadership positions. In October 2021, Breland was one of 11 members appointed by Governor Greg Abbott to the Texas Nonprofit Council that focuses on improving contracting relationships, developing best practices, and identifying and addressing gaps in services provided by or could be filled by faith-based organizations. Breland received a Bachelor of Business Administration from Stephen F. Austin State University and a Master of Public Affairs from The University of Texas at Dallas.


Emily Barron

Planning and Development Services Director

Emily Barron began her career with the City of Pflugerville in October 2012 and serves as the Planning and Development Services Director. During this time, she has led Planning and Development Services for the City by providing professional guidance and expertise to promote a healthy and vibrant quality of life through the responsible application of land use planning and development regulations. She oversees an incredible team that covers all aspects of development including current and long-range planning, development engineering, building inspections, as well as GIS, code compliance, and environmental inspection. During her tenure with the City of Pflugerville, she has overseen various projects for the city including the new comprehensive plan titled Aspire Pflugerville 2040. She has also been instrumental in the launch and management of the City’s Downtown Action Plan, Transportation Master Plan, Community Development Block Grant Program, and historic Colored Addition Infrastructure and Future Land Use project.

Prior to Pflugerville, she served as a senior planner for the cities of Cedar Park and Austin. She received her degree in Geography, Resource and Environmental Studies from Texas State University, is a member of the American Institute of Certified Planners and her leadership skills have been recognized numerous during her career including being the recipient of the American Planning Association Central Texas Chapter Groundbreaking Planning award.


Iven Setiawan and Troy Dudley

Prost Alehouse

In 2020, Troy Dudley and Iven Setiawan acquired a beautiful historical building located at 115 E. Main Street in Pflugerville despite having full-time jobs in a fast-paced industry. Troy has spent 25+ years in the high-tech industry and Iven is a working professional with 20 years of experience in business operation, new product introduction, strategic planning, business risk analysis, quality engineering, and business process improvement. Together, this young couple is bringing high-quality crafted beer to the local community. The concept for the brewery was born out of Troy's passion for craft beer. From their experiences traveling and visiting breweries, the couple noticed that the great breweries were always at the heartbeat of these cities which had a direct positive effect on their local community. They would like Prost Alehouse to be one of the breweries at the forefront of the handcrafted beer scene and a catalyst to the revitalization of downtown Pflugerville.

After 19 years of marriage, they are blessed with two wonderful children, (ages 0 and 12 years old) and a furry 2 1/2-year-old puppy.
