Learning Objectives
Upon completion, participants will be able to:
1. Identify indicators that a person may be Deaf or Hard-of-Hearing.
2. Explain ADA Title II requirements related to communication access.
3. Describe the rights of Deaf and Hard-of-Hearing individuals during law enforcement encounters.
4. Demonstrate effective communication techniques in field encounters.
5. Identify when interpreter services are required and how to obtain them.
6. Recognize Missouri-specific Deaf driver identifiers and communication tools.
7. Apply communication strategies that maintain officer safety and reduce escalation.
8. Recognize communication-related escalation triggers and apply de-escalation strategies during encounters.
9. Identify implicit bias and assumptions that may affect officer interpretation of Deaf or disability-related behaviors.
10. Identify communication barriers that could escalate an encounter
11. Apply de-escalation techniques when verbal communication fails
12. Utilize visual communication strategies to maintain compliance and safety
13. Adjust officer tactics to maintain control without escalating the situation.
