Maritime Security and Hybrid Threats at Sea
What happens when the Arctic warms, sea routes open and great power rivalry intensifies in the High North?
The Arctic Security Conference 2026 brings together leading politicians, military officials, researchers and security experts from across Europe and North America to discuss maritime security, hybrid threats at sea and the changing geopolitical landscape in the Arctic.
Hosted by the Fridtjof Nansen Institute, the conference takes place at SALT in Oslo on 16 September, with additional open and closed events on 15 and 17 September.
This year’s conference focuses on the maritime domain: critical infrastructure, Arctic shipping, hybrid threats, transatlantic cooperation and the future security dynamics of a rapidly changing Arctic.
Speakers include:
• Espen Barth Eide, Minister of Foreign Affairs, Norway
• Tore O. Sandvik, Minister of Defence, Norway
• Lisa Murkowski, Republican Senator from Alaska, USA (video participation)
• Ine Eriksen Søreide, Party Leader and Former Norwegian Minister of Defence and Foreign Affairs, Conservative Party
• Karen Ellemann, Secretary General, Nordic Council of Ministers
• Representatives from the US Coast Guard, NORAD, Equinor, RUSI and leading Arctic and security institutions
Across the day, the conference will explore how growing geopolitical tensions, new maritime activity and hybrid threats are reshaping the Arctic and the High North. The programme combines keynote talks, panels and conversations with participants from government, academia, defence, diplomacy and industry.
