What's the Issue?For two decades, Waynesboro Public Schools have been receiving 42.5% of the city's discretionary revenue. This funding formula was put in place to make sure that when the city thrived, the school's thrived too. WPS must rely on Waynesboro City Council for 100% of its local funding.
On January 13, 2026 during a Joint Budget meeting with the Waynesboro Public School Board, City Council presented their proposal to cap 3% of the discretionary revenue they provide Waynesboro public schools.
A "Cap is a Cut"
Local schools are facing the same inflation and utility hikes as the city. Capping schools instead of increasing the property tax rate to keep up with development around Waynesboro City is a choice that they City Council doesn't have to make.
A 3% cap creates a Growth Gap, if the city revenue grows by 6%, the schools' share shrinks, resulting in the lowest percentage of the school's total budget in 20 years.
"Enrollment vs Student Need"
While total population numbers are steady, Waynesboro Public School's are seeing a rise in complex needs among students. In particular, WPS is seeing record numbers of students facing homelessness who require intensive transportation and social support, students in need of individualized federally mandated staffing, and students in need of ESL programming.

Comment
The City Council will be meeting tonight at 7 p.m. at City Hall. Come to tonight's meeting and speak during public comment. The City Council needs to know that you do not want them to cut school funding.
Use this to draft to prepare your 2 - 4 minute public comment for tonight's Council meeting:
1. Introduction: "My name is ___ and I live in Ward __ on ___ street"
2. The Personal Connection: (Mention a specific service, elective, or facility issue your child faces or what Waynesboro Public School's mean to you.)
3. The Strategy Ask: "I am asking the council to reject the 3% cap and fully fund our schools because _______"
To sign up for public comment, be sure to arrive 10 minutes before the City Council meeting begins. There will be sign up sheet located at the back of the room.
